Open new Canvas 700*700
place frame (Element 61) slightly turn it and duplicate , C+P tube -place center between frames, C+P tube under both frames.

Element 90 , resize and Place center above tube , drop shadow

Element 27 , resize and duplicate Place L&R of element 90, drop shadow

Element 88, resize and duplicate Place L&R under tube, drop shadow

Element 76, resize and send to bottom center of canvas , drop shadow

Element 43, resize and duplicate Place L&R above element76, drop shadow

Element 12 , resize and duplicate Place L&R of canvas behind element 88, drop shadow

Element 10 , resize and duplicate Place L&R of canvas behind element 12, drop shadow

Element 9, resize and duplicate Place L&R of canvas on top of elements 61 (the frames), drop shadow

Layers Merge Visible , resize to liking , center in canvas
Duplicate element 68 send to bottom place L&R of canvas
Element 37 send to bottom place top center of tag NO DS
C+P paper 16 send to bottom mask of choice
Resize the signature if needed
